[lca2018-chat] Cycling Facilities - Rail Strike

Unfortunately the bike facilities on campus are for staff and students
only, and we won't be able to get access to them.

We are able offer a limited amount of parking at the on-site carpark at a
rate of $18/day, but that doesn't help cyclists
