[lca2018-chat] [Tomu] eChronos RTOS port

I was having some fun hacking on the Tomu yesterday, and ported the eChronos RTOS to it:

It is a little demo of the rigel RTOS variant blinking some LEDs on the tomu, and works alongside the preinstalled bootloader (on boards rev. v0.3).


What does this give you? At the moment, just another OS flavour to play with. See README.md for more info.
