Hi!

This is the initial attempt at set up instructions for the LCA2018 FPGA  
Miniconf. Please attempt to follow these instructions and add comments  
where you encounter issues and we will try to update the instructions with  
fixes.

Looking forward to seeing everyone at an awesome Linux.conf.au 2018!
